Goals and Objectives: 2009 Biennium

Human Resources Policy and Programs Bureau

  • Goal 1: Provide professional expertise to agencies in the area of compensation planning and competency development.
  • Objective 1: Transition the State to one comprehensive compensation system by July 1, 2007 by assisting agencies to define the administration parameters for setting pay, adjusting salaries, identifying competencies and rewarding performance.
  • Objective 2: With the assistance of agency staff, research and implement a regional market analysis process including a definition of the relevant labor market by November 2007.
  • Objective 3: Make customer service to state agency management a priority through the use of advisory committees, account executives, timely communication of activities and customer satisfaction feedback surveys.
  • Goal 2: Research and advocate for recruitment and retention programs to attract the best and the brightest employees.
  • Objective 1: Finalize new Recruitment and Selection rules and provide training to agency HR staff on recruitment and selection best practices.
  • Objective 2: Finalize a Workforce Planning Model & Guidelines and provide training to agency management on its use.

State Office of Labor Relations

  • Goal 1: Effectively represent the goals and interests of the Schweitzer administration in all collective bargaining matters.
  • Objective 1: Negotiate and prepare the FY 2008-09 pay bill and help secure legislative support and approval.
  • Objective 2: Negotiate two-year labor agreements with all 58 bargaining units including broadband pay plans with employees covered under 2-18-201, MCA.
  • Objective 3: Represent state management in administrative proceedings before the board of personnel appeals including unit determinations, unit clarifications, unfair labor practice charges, mediation and fact finding.
  • Objective 4: Assist state agencies administering labor agreements, and represent agencies in grievance arbitrations.
  • Goal 2: Establish and promote collaborative labor-management in Montana state government.
  • Objective 1: Implement, monitor and review processes and services that promote effective dispute resolution and positive relationships between labor and management.

Professional Development Center

  • Goal 1: Develop new courses, and revise existing courses and materials.
  • Objective 1: Develop a workshop on Building Work Relationships by October 2008.
  • Objective 2: Develop a curriculum suitable for teachers, principals and superintendents by January 2008.
  • Objective 3: Revise other workshops as needed to reflect updated information or methods, and review quarterly.
  • Goal 2: Sponsor special-interest events.
  • Objective 1: Organize and present Legislature 2009 for state managers and others by November 12, 2008.
  • Objective 2: Coordinate the Conference of the National Association for Government Training and Development, August 2007.
  • Objective 3: Sponsor a "Graduate Day" for past participants in Essentials of Management by March 24, 2008 and April 30, 2009.
  • Goal 3: Examine alternative methods of delivering training and other services.
  • Objective 1: Develop a web-based New Employee Orientation by April 2009.
  • Objective 2: Broker training and other services from other State agencies.
  • Goal 4: Expand the market for PDC services.
  • Objective 1: Survey training needs among state agencies by March 2008.
  • Objective 2: Update the PDC website with on-line registration by January 2009.
  • Objective 3: Maintain PDC course offerings outside Helena.

Human Resources Information Services Bureau

  • Goal 1: Efficiently process accurate and timely benefit elections for employees, retirees, Legislators and COBRA members
    • Objective 1: Produce accurate and timely benefit reports and electronic elegibility files and provide elegibility files to third-party administrators and benefit vendors in accordance with established guidelines.
    • Objective 2: Implement an Electronic Content and Information Software solution to assist members with their benefit elections by May 2007.
    • Objective 3: Continue to seek process improvements and workflow efficiencies utilizing self-service functionality while maintaining system and data integrity
    • Goal 2: Efficiently process accurate and timely payroll warrants, vendor vouchers, and journal payments.
    • Objective 1: Implement a system solution that conforms to the Working Families Tax Relief Act by January 2007.
    • Objective 2: Identify and recommend solutions to improve business processes and system efficiencies by meeting biweekly with SABHRS staff to discuss data management, payroll processing and system reporting issues, and staffing the SABHRS HR Users Group.
